Government Shutdown Averted

In a surprise move, President Trump cut a deal with Congressional Democrats on a 3-month fix for continuing funding, debt limit increase, and a down payment on Hurricane Harvey relief. Conservatives balked but there appears to be enough votes to get past the so-called Hastert rule. This may postpone tax reform discussions scheduled for December and set up either a dramatic showdown around Christmas or yet another quick and quiet CR.

Concurrently, the mini-bus package of about half the required annual appropriations is working its way through the House floor where legislators are sorting through over 200 amendments. Debate was postponed in consideration of congressmen dealing with Hurricane Irma preparations and will resume next week.
